Top Ten Tips for December 2006...(Go back to Current Month)

Intro to the Top Ten Tips...

Each month, Tim posts his 'Top Ten Tips' for HR practitioners on various subjects. This month's subject is 'Responsible leadership in a (DC) Pension Committee - meeting the fiduciary tests your members expect.' A list of subjects for forthcoming months and links to previous subjects can be found at the bottom of this page.

  1. Being a Committee Member of a Pension Plan is an important responsibility - take it seriously;
  2. Well documented and auditable practices should be incorporated in the official Pension Plan document text and the accompanying Statement of Investment Policies and Goals (S.I.P. & G.);
  3. The Plan document should be subjected to scrutiny by an outside professional who is equipped/licensed to compare the document against emerging 'best practices' in the local regulatory jurisdiction and provide continuing guidance;
  4. Committee members should be credible professionals drawn from Human Resources, Finance, Corporate Communications and Legal Departments, if practical;
  5. Membership should be rotated, say, every four to five years so that representation from across the organization can be available and current members can be educated and then replaced before the duties are perceived as a chore;
  6. Careful minutes of Committee activities should be kept since the membership is entitled to review the stewardship being provided and activities are subject to independent audit;
  7. Investment Managers and other Guests should be invited to appear before the Committee so that all can stay current on each others' needs;
  8. Detailed communications to the membership-at-large should be planned regularly so that employees can take charge of their retirement responsibilities;
  9. Plan members should be encouraged to seek independent investment advice regularly so that it is clear that Committee Members are not being relied upon for this type of guidance that should not be within the Committee's purview;
  10. Plan members should be actively consulted on Plan design opportunities and other facets of the Plan in order that fiduciary responsibilities are seen to be met and have credibility.
